Implementation Structure

The capacity building project was managed and implemented by GGGI, in close collaboration with the country counterparts and the KOICA Fiji Office. GGGI led in project management, including financial management and procurement, and carry out coordination with KOICA and the national counterparts for this project. For the project, GGGI cooperated closely with key Ministries at the national level and then connected into the sub-national local government and traditional leadership/communities. At the national level, the key counterpart Ministries are:

GGGI has worked through these key Ministries to reach the target groups and establish the project working arrangements with local government and targeted provincial, district, Island and community institutional structures.

A Project Steering Committee (PSC) was established to provide high-level guidance to and oversight of the project as well as ensure smooth internal communication. The PSC proposed composition was: senior representatives from the national counterpart government Ministries from each country, GGGI, PIDF and KOICA. Representatives from other government entities, and project partner agencies may be invited as observers to the PSC as needed. The PSC will meet once a year during the project. The PSC will provide recommendations and advice for the project’s planning and implementation.

The GGGI Regional Project Manager for the project was based in Fiji. The Project Manager was supported by staff based in each of the countries including at least one project coordinator in each country based with the key counterpart ministry. The Project oversight was provided by the GGGI Pacific Regional Representative (a renewable energy and development specialist), based in Suva, Fiji, with technical backstopping provided by the energy sector specialists based out of GGGI Headquarters in Seoul, Republic of Korea. The project also utilized the financial and administrative systems of GGGI to ensure the required levels of financial reporting and monitoring. The project also benefited from the advisory, information dissemination and technical back-stopping support of PIDF in Fiji.

The GGGI Regional Project Manager will be based in Fiji. The Project Manager will be supported by staff based in each of the countries including:

  • Two GGGI staff in Vanuatu based with Department of Energy
  • Two GGGI staff in Fiji based in Ministry of Economy and three PIDF staff also based in Fiji
  • One GGGI staff in PNG based with CCDA (GGGI staff)
  • One project coordinator in Solomon Islands.
